Implementation of The Housing Opportunity through Modernization Act (HOTMA) has made a myriad of changes to the Housing Choice Voucher Program, causing agencies to adjust to new ways of calculating, adjusting, and determining income and eligibility.

 

NAHRO Professional Development’s HOTMA: Change in Focus training prepares agency staff for this shift as it examines HOTMA through different lenses and focuses on both the micro and macro effects it’ll have on the affordable housing industry.

During this training participants will:

  • Focus on the following 3 sections of HOTMA:

-Section 102 – Income Reviews

-Section 103 – Over-Income Tenants of Public Housing (in effect)

-Section 104 – Asset Limitations

  • Determine Administrative Plan/ACOP Revisions for existing and new policies,

  • Calculate rents and apply correct allowances at initial, new admission, interim and

  • annual re-examination,

  • Operationalize the phase in and hardship clauses built within the changes to limit

  • impacts on families,

  • Refresh knowledge on the student rule,

  • Understand and apply the updated asset and Income Limits in Public Housing,

  • Uphold the HCV/PH program and regulations to the highest standards,

  • Discuss the best ways to apply the new HOTMA rules to maintain program compliance,

  • Process interim and annual re-examinations accurately,

  • And much more!

Looking to get NAHRO certified?

This training acts as a step towards getting certified as a specialist of HOTMA (CS-HOTMA) and is perfect for individuals who have taken NAHRO's HCVOEIR or PHOEIR training in the past. It is also recommended for others with a strong background working with HCV and Public Housing Programs.
