GENERAL DESCRIPTION - Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations, management and planning for the Department's Community Affairs Programs to include Community Services, Energy Assistance and Section 8, a division of approximately 35 permanent employees and approximately 15 temporary Recovery Act employees. Ensures that the daily operations of the programs effectively and efficiently carry out the mission, policies, and programs of the Department as defined by the Texas Department of Housing and Community Affairs Executive Director, Governing Board, the Governor and state and federal law. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluation program activities; and reviewing and approving budgets for the Division. Plans, assigns, and supervises the work of others. Reports directly to the Deputy Executive Director of Community Based Programs with extensive latitude for the use of initiative and independent judgment.
QUALIFICATIONS - Graduation from an accredited college with a major in business, public administration, or related field required. At least ten (10) years of progressive managerial experience of community development programs, community affairs programs, or public administration with a minimum of ten years in an executive or upper level management position is required. Extensive training and experience in all aspects of business administration, including federal and state grants management, long range strategic planning, personnel policies and procedures, and public relations. Should have significant progressive experience in public sector and general knowledge of the laws and procedures of administering federal and state grants programs, and experience in dealing with federal, state and local officials, the media, and public interest groups.

UNIFORM RELOCATION ACT ANALYST 3
BATON ROUGE, LA
Quadel Consulting - Baton Rouge, Louisiana. The URA Analyst 3 position is responsible for supporting and monitoring compliance of the State of Louisiana’s Small Rental Program (SRP activities and grantees with respect to the federal Uniform Relocation Act (URA). Responsibilities include providing technical assistance to SRP staff, as well as property owners who have applied for or received SRP funds and residents of properties selected for participation in the SRP. The Analyst determines when the URA applies, develops relocation plans and calculates compensation for affected households. The position is based in Baton Rouge, LA but may require travel throughout the Louisiana areas affected by Hurricanes Katrina and Rita.
KEY DUTIES:
Reviews current SRP policies and procedures and, as necessary, assists SRP staff to modify procedures and required notices to ensure compliance.
Provides relocation training and serves as a resource for SRP staff on relocation requirements and procedures.
Provides information to owners and residents of units selected for participation in the SRP about the URA and assists SRP staff to determine resident eligibility for URA assistance.
Arranges site visits to confirm how many units are occupied and interviews applicants and tenants.
Creates tenant relocation plans, if applicable; obtains a signed acknowledgement from the applicant of the defined tenant relocation plan.
Calculates compensation amounts required for either temporary or permanent relocation and monitors payments to and on behalf of eligible residents.
Reviews rental applications in the owner’s tenant file for compliance and assists the SRP staff to resolve any complaints or appeals concerning relocation assistance.
Monitors applicant compliance throughout any relocation period, notifies SRP management if non-compliance is identified, and participates in remedial action to ensure compliance.
Ensures applicant files are fully documented to demonstrate compliance with the URA. Other duties as assigned.
QUALIFICATIONS/ REQUIREMENTS:
Requires three or more (3+) years of experience directly related to implementation of the Uniform Relocation Act, preferably with respect to residential housing rehabilitation or redevelopment activities - bachelor’s degree. A combination of education and relevant experience will also be considered. Candidate must be able to exercise independent judgment and be willing and able to operate in a fast-paced, intense work environment.
