NAHRO, Partners Adopt Principles to Guide Public Housing Preservation

In the culmination of several weeks of negotiation, NAHRO and its industry partners have jointly adopted a set of principles intended to guide public housing preservation efforts.  On September 9 the presidents of NAHRO, PHADA, and CLPHA agreed to 12 principles the industry groups believe should guide federal policymakers as they explore legislative strategies for preserving the nation’s public housing inventory, including the development of a new public housing conversion initiative. The principles, which have been sent to HUD Secretary Shaun Donovan, are as follows: The public housing portfolio is an irreplaceable public asset, much of which is at significant risk of being lost due to enormous capital backlogs.  A recapitalization initiative based on conversion is critical to preserving many of these properties.  At the same time, policymakers should not view conversion as the solution for the entire inventory.

Housing Committee Update

The National NAHRO Housing Committee met during the Summer Conference held in Boston in July.  Part of this meeting was conducted as a joint meeting of the CR&D Committee and, as a result, a joint resolution was presented to the Board of Governors.  The Resolution reads as follows:
Be It Resolved, that the Housing and CR&D Committees recommend the formation of two ad hoc working groups to deal with issues of sustainability. Each of the working groups would be composed of members from interested standing committees, to include both the Housing and CR&D committees.  The first of the working groups will be tasked with addressing legislative and policy issues around sustainability, including best practices for housing management and community development. The second of the groups will be tasked with identifying, disseminating, and promoting sustainable internal operational practices for NAHRO and member agencies. This will be discussed further at the NAHRO Conference in Reno in November. More>>

HUD SECRETARY ANNOUNCES NATIONAL FIRST LOOK PROGRAM TO HELP COMMUNITIES STABILIZE NEIGHBORHOODS HARD-HIT BY FORECLOSURE

Nation's top lenders agree to give NSP grantees first crack at buying foreclosed homes
WASHINGTON - U.S. Housing and Urban Development (HUD) Secretary Shaun Donovan today announced an unprecedented agreement with the nation's top mortgage lenders to offer selected state and local governments, and nonprofit organizations a "first look" or right of first refusal to purchase foreclosed homes before making these properties available to private investors.
The National First Look Program is a first-ever public-private partnership agreement between HUD and the National Community Stabilization Trust (Stabilization Trust). In collaboration with national servicers, Fannie Mae, and Freddie Mac, the First Look program is intended to give communities participating in HUD's Neighborhood Stabilization Program (NSP) a brief exclusive opportunity to purchase bank-owned properties in certain neighborhoods so these homes can either be rehabilitated, rented, resold or demolished.
"This groundbreaking agreement will help rebuild neighborhoods that have been struggling with blight and declining home values due to foreclosures," said HUD Secretary Shaun Donovan. "Local communities will now get an exclusive option to buy foreclosed properties in targeted neighborhoods so they can turn the homes into affordable housing or, in some cases, tear them down. This agreement helps us level the playing field to give communities a better chance to stabilize these neighborhoods." More>>
