By electronic communication with our commissioners between conferences, and by energetic networking at those conferences, broadening commissioner base of involvement in all levels of NAHRO has been the chief emphasis. By identifying potential contributions and inviting not only commissioners at large but specific individuals to do specific things, the chances of attracting new leaders have grown—the longtime stalwarts should not be expected to continue carrying the whole load, and new eyes can enhance the NAHRO vision.
42 commissioners registered for the SW Springdale conference last month, and the commissioner meeting (18 in attendance) and training track offered there spoke strongly to the value of their participation. Since last summer, the SW e-newsletter has featured
3 commissioner’s corner articles, with more to come; the Monitor continues its space by the same name with quality submissions. State NAHRO chapters continue to share reports of their meetings, which in turn informs our planning at all levels. More >>
HUD Highlights
To help market the Section 184 Loan Guarantee Program, ONAP has organized a team of Section 184 Coordinators from regional ONAP staff. The regional coordinators are committed to helping Native American homebuyers and tribes to take advantage of new opportunities to own their own homes.
The 184 program staff is responsible for program development, monitoring and quality control, loan underwriting, program training, and marketing. In addition, the Loan Guarantee staff serves as a liaison between lenders, government agencies, tribal members, and other entities instrumental in making this program a success.
In an effort to streamline the 184 loan process, the following is being sent to all Section 184 Partners. This list is designed to identify roles and responsibilities of the HUD Loan staff and specifically who to contact regarding the 184 Loan process.
The Section 184 Indian Home Loan Guarantee Program is a mortgage product for American Indian and Alaska Native families, tribes Alaska Villages or tribally designated housing entities. Congress established this program in 1992 to facilitate homeownership in Native American communities. More >>

The Renovation, Repair and Painting Rule
Lead is a highly toxic metal that may cause a range of health problems, especially in young children. When lead is absorbed into the body, it can cause damage to the brain and other vital organs, like the kidneys, nerves and blood. Lead may also cause behavioral problems, learning disabilities, seizures and in extreme cases, death. Some symptoms of lead poisoning may include headaches, stomachaches, nausea, tiredness and irritability. Children who are lead poisoned may show no symptoms. More >> The EPA changed its requirements regarding renovation, repair and painting for houses built prior to 1978. On April 22, 2010 a new set of rules concerning the renovation, repair, and painting process became effective. The EPA rules now require that any worker who performs any renovation and may involve exposure to any type or form of a lead containing material, such as lead-based paint, after April 22, 2010, be trained to use lead-safe practices and requires renovation firms to be EPA-certified. There are some differences between the EPA RRP Rule and the HUD Lead Safe Housing Rule (LSHR). A major difference is that the LSHR requires clearance examinations. All housing receiving federal assistance must still comply with the LSHR. OHHLHC provides Information on complying with the LSHR and RRP.
