ASSISTANT MANAGING DIRECTOR OF HCVPResponsible for assisting the Houston Housing Authority’s 15,000 unit Housing Choice Voucher Program. The Assistant Managing Director is responsible for directing the day-to-day operations and long term performance of the departments responsible for annual re-certifications and special programs (Family Self Sufficiency, VASH, et al). The Assistant Managing Director will have overall responsibility for performance and compliance with federal regulations, as well as, ensuring that policies and procedures are consistently applied by staff. Reports to the Vice President of the Housing Choice Voucher Program. Bachelor of science degree in business administration, public administration, urban affairs, urban planning, city planning, accounting, sociology, psychology or a related field required. * A minimum of eight (8) years of management experience in public housing, Housing Choice Voucher Program, tax credit housing, assisted apartment management, or local government housing work (e.g. code enforcement, planning, and community development). * Certification in High Quality Standards Inspection, Income, Rent and Voucher program administration required within first year of employment (training and tests at Houston Housing Authority’s expense). * Bilingual with the ability to speak and write both languages preferred. * Bondable. * Valid Texas driver’s license or obtain such within the first thirty (30) days of employment. * Eligibility for coverage under Houston Housing Authority fleet auto insurance. REQUEST FOR QUALIFICATIONS - On Call Architectural and Engineering ServicesOn Call Architectural and Engineering Services for the Revitalization and Modernization of HANO Properties, RFQ #11-120-05-05. The Housing Authority of New Orleans is requesting sealed qualification statements from A/E firms registered in the State of Louisiana to provide full A/E services as defined by, and in accordance with the Model Form of Agreement Between Owner and Design Professional - HUD Form 51915, the Contract Provisions Required by Federal Law or Owner Contract with the U.S. Department of Housing and Urban Development – HUD Form 51915A, and the Supplemental Contract Provisions to plan, design, prepare plans and specifications, and provide subsequent contract administration services required for the modernization and redevelopment of various HANO properties. Specific orders for design services will be made via issuance of Task Orders under the On-Call design contract. Individual task orders may range from technical assistance to advise HANO on specific technical matters, conduct of planning charettes, design of modernization or repairs, design of demolition and abatement, to design of new housing units. It is anticipated that one or more indefinite quantity type contracts will be awarded pursuant to this solicitation. Sealed responses to this solicitation will be received by HANO in the Office of Procurement and Contracts until 2:00 p.m. local time on Tuesday, June 7, 2011. Under the supervision of the President & CEO, the VP, Fiscal & Business Operations is responsible for strategic planning, financial analysis, policy development and problem resolution. He/she must align financial policies and procedures with the Houston Housing Authority objectives and maintain compliance with HUD rules and regulations. He/she must establish financial reporting systems and controls to ensure compliance with Houston Housing Authority expenditure requirements and HUD guidelines.
