The Truth or Consequences Housing Authority (TORCHA), located in Southwestern New Mexico, currently seeks applicants to fill the position of Executive Director.  The new Executive Director will lead a staff of twenty-one (21) employees and oversee all PHA operations and programs including 100 public housing units, up to 190 Housing Choice Vouchers, 52 Rural Development units, 84 LIHTC/Section 8 units, and 250 HOME/Section 8 units.  Five properties are located throughout the state of New Mexico and six properties are located in Truth or Consequences.  This position requires experience in the administration of public housing, Section 8 HCV, and Section 8 multi-family.  Therefore, the ideal candidate should have five (5) or more years of management experience in public housing or similar organization, and must have working knowledge of fiscal management and capability of working with officials, boards, funding agencies and people of various socio-economic backgrounds.  A Bachelors degree in Business/Public Administration or related field is required.  Directly related experience in lieu of education may be taken under consideration.   A PHM is required or must be obtained within six (6) months of being hired.  Salary will depend on experience and skills.  A benefit package will be offered.  Position is open until filled.

ASSISTANT MANAGING DIRECTOR OF HCVP

Responsible for assisting the Houston Housing Authority’s 15,000 unit Housing Choice Voucher Program. The Assistant Managing Director is responsible for directing the day-to-day operations and long term performance of the departments responsible for annual re-certifications and special programs (Family Self Sufficiency, VASH, et al). The Assistant Managing Director will have overall responsibility for performance and compliance with federal regulations, as well as, ensuring that policies and procedures are consistently applied by staff. Reports to the Vice President of the Housing Choice Voucher Program. Bachelor of science degree in business administration, public administration, urban affairs, urban planning, city planning, accounting, sociology, psychology or a related field required.

* A minimum of eight (8) years of management experience in public housing, Housing Choice Voucher Program, tax credit housing, assisted apartment management, or local government housing work (e.g. code enforcement, planning, and community development).

* Certification in High Quality Standards Inspection, Income, Rent and Voucher program administration required within first year of employment (training and tests at Houston Housing Authority’s expense).

* Bilingual with the ability to speak and write both languages preferred.

REQUEST FOR QUALIFICATIONS


Fee Accounting Services. The Housing Authority of the City of Lafayette, Louisiana is requesting proposals for Fee Accounting Services for a term of 28 months.  The period of accounting services will be effective June 1, 2011 to September 30, 2013. Proposals will be accepted in the form of sealed bids at the office of The Housing Authority of the City of Lafayette, 115 Kattie Drive, Lafayette, LA 70501. 

All proposals will be accepted at the above address until 4:30 p.m., May 31, 2011. REQUEST FOR QUALIFICATIONS - On Call Architectural and Engineering Services

On Call Architectural and Engineering Services for the Revitalization and Modernization of HANO Properties,  RFQ #11-120-05-05. The Housing Authority of New Orleans is requesting sealed qualification statements from A/E firms registered in the State of Louisiana to provide full A/E services as defined by, and in accordance with the Model Form of Agreement Between Owner and Design Professional - HUD Form 51915, the Contract Provisions Required by Federal Law or Owner Contract with the U.S. Department of Housing and Urban Development – HUD Form 51915A, and the Supplemental Contract Provisions to plan, design, prepare plans and specifications, and provide subsequent contract administration services required for the modernization and redevelopment of various HANO properties. Specific orders for design services will be made via issuance of Task Orders under the On-Call design contract.  Individual task orders may range from technical assistance to advise HANO on specific technical matters, conduct of planning charettes, design of modernization or repairs, design of demolition and abatement, to design of new housing units.  It is anticipated that one or more indefinite quantity type contracts will be awarded pursuant to this solicitation.

CHIEF OPERATING OFFICER

The Housing Authority of the City of Lafayette, Louisiana, (HACL) is seeking a skilled administrator to fill the position of Chief Operating Officer. The HACL has 572 Public Housing units, approximately 1600 Section 8 Housing Choice Vouchers and one Tax Credit development. Requires a bachelor’s degree; master’s degree or other advanced degree is preferred and a minimum of five (5) years of work experience in a public housing authority, a non-profit housing corporation or in a non-profit organization.  The COO will report directly to the HUD Receiver. The Vice President of Fiscal & Business Operations will assist the President & CEO in directing and managing the Houston Housing Authority’s fiscal and business operations in accordance with generally accepted accounting principles (GAAP) and current business trends. Under the supervision of the President & CEO, the VP, Fiscal & Business Operations is responsible for strategic planning, financial analysis, policy development and problem resolution. He/she must align financial policies and procedures with the Houston Housing Authority objectives and maintain compliance with HUD rules and regulations. He/she must establish financial reporting systems and controls to ensure compliance with Houston Housing Authority expenditure requirements and HUD guidelines. Bachelor’s degree in accounting, finance, business administration, or related field of study required.

*MBA, CPA or MPA highly desirable.

*An equivalent combination of education, training and experience, which provides the required knowledge and abilities, may be considered sufficient. *Technical skills and experience in financial reporting and analysis, cash flow management, acquisitions and information technology including Local and Wide Area Networks.

*Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports, grant applications, and other documents.

*Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.

ASSET AND OPERATIONS MANAGER

Responsible for the quality of life, fiscal accountability, regulatory compliance, marketing, development, personnel, performance monitoring and evaluation, and physical plant management of the Houston Housing Authority’s privately managed Public Housing Residential Portfolio. Reports to the Vice President of Public Housing Operations. Bachelor’s degree in business administration, public administration or related field from an accredited college or university required. Five (5) years of progressively responsible experience in multi-family public housing project management with experience in the area of low-income housing, leased housing, including two (2) years at the supervisory or managerial level.

* Class “A”, “B” and “C”, multi-state affordable housing, rehabilitation and new construction portfolio experience preferred.

* Certified Apartment Manager (CAM), Accredited Residential Manager (ARM), Certified Apartment Portfolio Supervisor (CAPS) and/or Certified Property Manager (CPM) designation preferred.

* Three (3) years of on-site multi-family management experience and at least one (1) year experience supervising a 600 + unit and 5+ property portfolio.
