GENERAL DESCRIPTION - Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations, management and planning for the Department's Community Affairs Programs to include Community Services, Energy Assistance and Section 8, a division of approximately 35 permanent employees and approximately 15 temporary Recovery Act employees. Ensures that the daily operations of the programs effectively and efficiently carry out the mission, policies, and programs of the Department as defined by the Texas Department of Housing and Community Affairs Executive Director, Governing Board, the Governor and state and federal law. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluation program activities; and reviewing and approving budgets for the Division. Plans, assigns, and supervises the work of others. Reports directly to the Deputy Executive Director of Community Based Programs with extensive latitude for the use of initiative and independent judgment.
QUALIFICATIONS - Graduation from an accredited college with a major in business, public administration, or related field required. At least ten (10) years of progressive managerial experience of community development programs, community affairs programs, or public administration with a minimum of ten years in an executive or upper level management position is required. Extensive training and experience in all aspects of business administration, including federal and state grants management, long range strategic planning, personnel policies and procedures, and public relations. Should have significant progressive experience in public sector and general knowledge of the laws and procedures of administering federal and state grants programs, and experience in dealing with federal, state and local officials, the media, and public interest groups.

The director is appointed by the Austin City Manager. The director will lead a department of 44 talented professionals assigned to three primary functions: Economic Development and Redevelopment, Cultural Arts Programs, and Small Business Development. Energy Performance Contracting Program. Texarkana Arkansas and Little River Housing Authorities is seeking proposals from interested Energy Services Companies (ESCO’s) that are capable of providing comprehensive energy management and energy- related capital improvement services through an energy performance contract that will improve the energy and water efficiency of the authorities housing sites.
Interested firms are required to view representative complexes of both the Texarkana and Little River inventory. The pre-proposal site review has been scheduled for July 22, 2009. If necessary July 23, 2009 will be made available to complete site review. The pre-proposal meeting is scheduled for 9:30 A.M. Baton Rouge, Louisiana. The Small Rental Property Program Consultant will be responsible for advising, developing, and implementing Small Rental Property Program (SRPP) policy and procedures and informing program staff of new and current policies and procedures to achieve program goals. Advises client and operational staff on policy and procedural clarifications and new implementations, especially as it relates to the direct funding option. Researches and reports on the potential impacts of new policy decisions and/or policy changes. Identifies process gaps, recommends process improvements, and documents approved procedures based on applicable policy decisions. Advises other Small Rental Property Program team members on implementing the direct funding Option based on finalized policy. Drafts on-going policies and policy change requests. Maintains and updates key program documents, including but not limited to The Small Rental Property Program Policy, The Small Rental Property Program Operational Procedures, The Small Rental Property Program Staff Desk References, Annual Rent tables, and all applicant correspondence. Advises staff on policy and/or procedural questions and clarifications. Attends weekly client meetings to advise on policy and to document meeting minutes.
QUALIFICATIONS AND REQUIREMENTS: Bachelor’s degree from an accredited college or university required. Master’s degree preferred. Minimum of three to five (3-5) years of relevant work experience with Small Rental Property and CDBG Programs. Prior work experience in a related field requiring policy writing and development.
