The Housing Authority of the City of El Paso, Texas (HACEP) is requesting proposals for: Design Build of 58 Multi-family Units. Request for Proposal packets will be available Monday thru Friday from 1:00 P.M. to 4:30 P.M. beginning November 20, 2008, at the HACEP Contract Compliance and Procurement Administration Department, located at 5300 E. Paisano, El Paso, TX 79905-2931. Refer to Request for Proposal No. TS 09-R-0009. This solicitation is also available electronically. DEPUTY EXECUTIVE DIRECTOR

GENERAL DESCRIPTION: Performs highly advanced (senior-level) managerial work providing strategic direction and guidance in all areas of Department operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. The position will work with the Department’s Executive Team and all division directors to coordinate the work of the Department. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
QUALIFICATIONS: Experience in the management and direction of a program relevant to assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is generally preferred. Advanced degree in a related field preferred, including licensing by a state board is a plus. Experience and education may be substituted for one another. Experience as an executive director or deputy executive director of a state agency preferred. Five to seven (5-7) years or more of progressive managerial experience in public administration with a minimum of four (4) years in an executive or upper level management position is preferred. Significant experience in management of programs in a medium-sized organization is preferred. Significant and progressive business experience in the public sector and general knowledge of federal programs’ rules and regulations and experience in dealing with federal, state and local officials.

OPERATIONS MANAGER

The Housing Authority of Kansas City Missouri (HAKC) is seeking a qualified individual to direct, coordinate, oversee, and supervise the day to day operations of a 7500 unit Housing Choice Voucher Program related to the CFR Title 24 PART 982—SECTION 8 TENANT BASED ASSISTANCE: HOUSING CHOICE VOUCHER PROGRAM and an office staff of about 45. Performance of duties requires a thorough knowledge of HUD regulations, housing operations, policies and procedures concerning eligibility and occupancy of the HCV Program. The successful candidate must demonstrate sound judgment, independent action, excellent public relations skills verbally and written, ability to identify and implement policy and procedures, and manage a diverse workforce.
EDUCATION and/or EXPERIENCE:
Graduation from an accredited four (4) year college or university in Management and/or Administration, two (2) years supervisory experience in a multi-function diverse environment preferred or a combination of education and experience. Experience in private or public property management and or Housing Choice Voucher Program preferred, and must have working knowledge of Microsoft Office Systems. A writing sample will be required and conducted at time of interview, and the successful candidate is also be required to possess or obtain the Section 8 Managers Certification within 12 months of start date. The starting salary is $45,000 with excellent benefits.
