FINANCIAL ANALYST The Housing Authority of Kansas City, Missouri is seeking applicants for a financial analyst. The individual will provide financial and accounting support to the director of finance to coordinate activities of the Finance Department on a broad range of complex financial, budget and analytical issues. Assists in the development financial reporting and analysis, annual budgets and submissions to HUD, monitors current budgets, controls and procedures and makes recommendations for improvements. QUALIFICATIONS: Bachelor’s degree in accounting, business or related field from four-year college or university; and five (5) years of progressive accounting experience, or equivalent combination of education and experience. Prefer three (3) years Public Housing finance background. SECTION 8 MANAGER Responsibilities include the coordination and management of the operations of the Housing Choice Voucher and related programs in a manner that provides accurate information, responsive customer service and complies with program requirements. Duties include supervision of departmental personnel, implementation of agency policies, establishment of departmental procedures and oversight and monitoring of all activities required to implement a high performing Housing Choice Voucher Program. Master’s and/or bachelor’s degree in business, public administration or a related field plus seven (7) years of progressively responsible managerial and administrative experience related to the duties of this position. Applicable experience may be substituted for a degree. Must obtain a Section 8 Occupancy Certification and a Rent Calculation Certification within twelve (12) months of employment. A minimum passing rate of 80% must be obtained during the first year of employment and a minimum passing rate of 85% as a condition of continued employment is required. DIRECTOR OF FINANCE Housing Authority of the City of El Paso, Texas, (HACEP) the 20th largest housing authority in the nation, invites you to be a part of its core team of finance professionals. The director of finance is the number two official in the Finance Department who will be a leader to a team of highly trained finance and accounts professionals. With a 65 million dollar operating budget, employing over 500 personnel the Housing Authority owns and operates 6,000 PHA units, oversees 5000 vouchers and provides affordable housing to over 40,000 people. The director of finance performs various administrative, accounting, analytical and budgeting activities in support of the Housing Authority’s accounting functions. Oversees the treasury functions of the Housing Authority. Responsible for ensuring that all funds are deposited in HACEP’s account on a timely basis. Maintains signature cards for all HACEP checking, saving, and investment accounts. Develops and updates policy and procedures manual for banking Coordinate and work with independent auditors on all accounting activities. Plans, organizes and directs departmental functions for finance, accounts payable, accounts receivable, payroll, general ledger, operating and capital improvement budgets/cost control, inventory control and operating procedures. Maintains a system of accounts, records and reports that reflect the financial status of the Authority. Works closely with director of budgets. Assists in the development of long and short-term financial plans and establishes and maintains an effective system of internal control. Trains staff in financial management function. Monitors, administers and maintains records of Benefit plans and other programs and services. Confers with representatives of Federal, State, local, and financial agencies. May serve as chief financial officer in his/her absence. Performs other duties assigned. Qualifications and Knowledge: Graduation from an accredited college or university with a bachelor’s degree in accounting or business administration and six (6) years of progressive experience in banking or an equivalent combination of education and experience. Master’s degree in finance or business or certified public accountant preferred but not required. Experience in developing budgets. Able to audit transactions to determine viability of the transactions. Good knowledge of: internal accounting controls, audit policies and procedures; governmental accounting; Federal, State, and local reporting procedures and requirements. Some knowledge of: financial and budgetary planning and procedures; laws and statutes concerning accounting procedures. Ability to: analyze and interpret financial and accounting records; review and audit financial and accounting records.
